From 2010 to 2012, median favouritability scores in Google’s Upward Feedback Survey (UFS) and Tech Managers Survey (TMS) increased from 83 per cent to 88 per cent, reflecting improved perceptions of management effectiveness.
And here’s the twist: great managers weren’t necessarily the smartest, the most experienced, or even the most technically skilled. The best leaders shared a common set of behaviours — behaviours that could be measured, trained, and replicated.
What followed was one of the most ambitious leadership experiments in corporate history.

To find out, Google’s People Analytics team launched a large-scale root cause analysis, segmenting managers based on their teams’ performance. They tracked:

360-degree feedback loops: Reviews from direct reports, peers, and senior leaders.

One of the most profound insights from Project Oxygen was that high-performing teams had one critical trait in common: psychological safety. Teams that felt safe to voice ideas, take risks, and fail without fear of punishment consistently outperformed others. Managers were now evaluated on how well they fostered this environment.
