Give Them Space How Autonomy Sparks Innovation

Innovation flourishes in work environments where imagination, autonomy, and risk-taking are consciously ingrained into organisational culture. Google’s famous 20 per cent time policy is the best example of this practice, which allows employees to dedicate a proportion of their working hours to projects outside of their direct responsibilities. This programme has given rise to revolutionary products such as Gmail, Google News, and AdSense, highlighting the potential of structured autonomy in fuelling revolutionary innovations. Likewise, corporations such as LinkedIn, Atlassian, Apple, Microsoft, and Tesla have established similar programmes to leverage employee creativity and innovation.

From a human resources and organisational behaviour perspective, a number of theories explain the effectiveness of such policies:

Job Characteristics Model (Hackman and Oldham): This theory assumes that enriching jobs with autonomy, task significance, and skill variety increases employee motivation and satisfaction.

Theory Y (Douglas McGregor): This theory assumes that employees are self-motivated and will perform well when they are given responsibility and the chance to contribute creatively.

Psychological safety (Amy Edmondson): An environment in which people feel safe to take risks without fear of punishment encourages open communication and innovation.

While this policy has seen successful implementation in many large companies, I feel this is something that can be used in various other sectors.

Governments and the Innovation Gap

A World Economic Forum survey showed that government institutions face serious challenges to innovation, such as an inability to attract expert talent (55 per cent), gaps in leadership talent, and a lack of a comprehensive digitalisation strategy (65 per cent). The decentralised federal, state, and local setup makes it more difficult to conduct innovation. 

Public perception is also problematic, with 60 per cent across the globe convinced that their governments are not capable of regulating emerging technologies. Additionally, dysfunctional organisational frameworks (59 per cent), poor change management skills (53 per cent), and legacy IT infrastructure (49 per cent) stifle innovation. A great way to tackle this would be to implement something similar to Google’s 20 per cent time policy.

Fostering Creativity in Education

Furthermore, in the education sector, innovation is important to counteract perceptions of drudgery and disconnection among students. In a 2018 study by KPMG, 66 per cent of Asia-Pacific region respondents said that education programmes supporting independent thought, creativity, and risk-taking were most important for fostering a culture of innovation in smart cities. 

Unstructured creative time can be incorporated into the curriculum at school so students have time to experiment with interdisciplinary projects and hone their problem-solving abilities. Teachers may face issues such as pressures of standardised testing and a lack of resources, but incremental implementation of creative programmes and professional development for educators can make such a transition smoother. 

The National Education Policy (NEP) can also embed such practices further by promoting curriculum reforms that value creativity through project-based learning, interdisciplinary courses, and alternative modes of assessment that reward critical thinking.

Structured Autonomy in Sports

The idea of structured autonomy is not limited to conventional sectors and can prove useful even in sports organisations. Since sports are where creativity plays a fundamental role, more and more voices are calling for the inclusion of unstructured play in training sessions. 

For example, the Indian cricket team frequently plays football during practice sessions. Virat Kohli, a prominent figure in Indian cricket, carries his football boots for practice, believing the sport is an energy booster. He comments, “Anytime the group is down or we’ve had a crazy travelling day and aren’t up for doing regular warm-up, football provides the incentive to run after a ball and demonstrate our skill. Essentially, it brings the competitive spirit out big time. Anytime we feel like we need to have our team cohesiveness develop and get ourselves energised up, we break out in an impromptu game of football and we are ready to move.” 

This tradition shows how a lack of formal structure can refresh athletes as well as develop team cohesion.

Implementation Challenges

Although it has taken root in large corporations such as Google and Atlassian, in most organisations — and especially small enterprises — the use of structured innovation time is minimal. The main challenge is a fear of compromised productivity, as managers are apprehensive that setting aside time for non-core work will adversely affect business operations. 

Moreover, there is no guaranteed ROI in the short term, which deters numerous companies from exploring long-term innovation projects that would not bring instantaneous financial returns. Resource limitations also come into play, as smaller companies rarely have the capacity to allocate separate time to experiment. 

Another challenge is the lack of a culture that supports experimentation, where risk-taking is not rewarded, and mistakes are punished instead of viewed as learning experiences. Furthermore, conventional performance measurement aimed at short-term outputs tends to hinder the assessment of the value of innovation-based work. 

Lastly, most firms are challenged by scalability, as innovation policies that are effective in tech-oriented organisations might not easily be applied to industries with inflexible operational systems. Overcoming these challenges calls for a change in organisational culture, leadership commitment, and the adoption of adaptive innovation frameworks specific to various industry requirements.

Where Creativity Meets Productivity

As institutions and industries change, strategic innovation policy could be a spur to sustained development and disruptive reform. 

Can this concept stretch this far — does structured autonomy offer the route to unlocking the source of all creativity, not just in enterprise, but also within public services and education? 

There are a potential infinity of scenarios, and with more experimentation and testing within more organisations, a new period in the work pattern may well lie ahead, combining equal productivity with creativity.
