For much of the 20th century, public policy operated on a predictable, industrial logic: view society as a massive machine, identify broken gears, and apply direct legal or monetary levers to fix them.

Rather than stepping in only when a market fails, public institutions often need to step in to create markets that wouldn't otherwise exist. Investing in foundational research, laying down carbon neutral infrastructure, or establishing digital trust platforms are not interventions against the market—they are the bedrock upon which future markets are built.

Regulation is frequently framed as a drag on enterprise. Yet, well-crafted rules do not suffocate innovation—they set the ground rules that make complex markets possible.
