The Nearest Available Word : How a State Records What It Cannot See

In September 2017, in Simdega district, Jharkhand, two things stopped happening.

A ration card issued to a person who never existed stopped drawing grain. And the family of

Santoshi Kumari, aged eleven, stopped drawing grain; her card cancelled, for want of an Aadhaar

link. Her mother said she died asking for rice.

The government’s system had a category for the first event and one for the second. It could see a

fraud corrected. It could not see a child refused, because refused was not a thing it was built to notice.

From where the state stood, the two were indistinguishable: grain once released, now not. So it gave

them one name. A saving.

The easy reading is that someone was greedy, or blind, and a better rule would have saved her -

flatters a reader, who is invited to be that better official. Nobody here failed to see; in fact, the ‘seeing’

is the problem. There is no governing without simplification: the forester who replants a forest in rows

to match his count is not erring but using his only instrument, even as the second crop fails for want of

variety for soil health.

Aadhaar-seeding the ration system was such an instrument. Its purpose: cutting leakage, was honest,

and by careful measure achieved. Leakage fell. But the rule sat inside the Food Security Act, whose

purpose is to feed the hungry, which was a constitutional right under Article 21; a lower rule that

defeats the higher one is void. Every level was pointed at Santoshi Kumari, and none reached her,

because the machine cannot interpret; its function is to resolve a person into a match/non-match and

pass it on. That gap is not inattention. It is the architecture of acting at a distance.

Before the machine, the claim “I am hungry and entitled” was heard by a man who could see the

claimant. All he had was discretion. The same unaccountable power that hands rice to a lapsed

cardholder skims a third off. His mercy fell only on those he could see as people: kin, caste,

neighbours. A favour belongs to those already placed to receive one, and this family held no place.

The warm system had not been reaching her; the cold one reached her precisely. Both failed the same

body, by opposite means.

There exists an asymmetry: The state knows its leakage rate; it learned of the exclusions late, and

only because Jean Drèze and a few researchers went and counted the bodies it had not. A wrong entry

is inside the system's competence; catching false claims is the whole art of it. An absence is outside its

vocabulary; a record cannot be wrong about what it has no word for.

And it does not experience the missing as a gap. It fills them in. Every eye has a blind spot where

the optic nerve meets the retina, yet no one sees a hole: the brain paints over it with the surrounding

pattern. So it goes with the state. Cancelled cards were not filed as unverified; they were announced as

bogus. Grain unreleased became a saving. A dead girl, with no category to hold the manner of her

dying, was translated into the nearest (unknown) entry the apparatus held. None of this is a cover-up,

which needs someone who knows; it is a reflex, and the nearest available word is always the one that

costs the least.

Name the savings' substance. Rice. Sacked and weighed in the shop while an eleven-year-old's body

wasted away. What she lacked was not food, but the standing to command it, and a system built on

entitlements has never once run on needs. She is not missing from the record. She was counted, and

counted as a success.

Could the detector be built in?

We assume a machine cannot touch the world because it only returns only what its schema holds.

To find an omission you must first define it, which draws a new category, which breeds its own

remainder, with no last detector. What Drèze had was not a better instrument but standing; to walk up

to the classification and say this is wrong, here are the bodies. The detector of a blind spot is an

adversary, and a state cannot install its own adversary.

This is what governing at scale means. Not size, but distance: acting on lives you cannot perceive,

through instruments that report in categories, and mistaking the report for the life. Such a system will

not find its own dead; it files them under the nearest word it owns, and that word always absolves it.

You are, right now, a simplification in some institution's records, something that pays you, insures

you, governs you, and the version it holds -a match, a score, a status- is smaller than you are. When it

meets a thing it has no field for, it will not leave the cell empty; it reaches for the nearest word it has.
